Reverend Norberto Carcellar, C.M., is the executive director of Homeless People’s Federation, which serves the homeless of the Philippines.
The organization has enabled people in temporary housing in Quezon City, Philippines to create community savings and credit programs, purchase land, build housing and set up waste disposal and water distribution systems. Many families who are served by the Homeless People's Federation live and work on a vast garbage dump.
